Clayton's four gated developments run $360,000 to $655,000 for three-bedroom units, and Panamanians search the name three times as often as U.S. buyers do.

Despite sitting inside the city limits, Clayton feels like a small town: gated streets, a tree canopy the rest of Panama City gave up decades ago, and the four apartments we list running $360,000 to $655,000.

That single name actually covers four separate gated developments, each with its own gate, HOA and price range, not one neighborhood with one price.

Clayton Park I, Clayton Park II, PH Embassy Club and its Courtyard 3 building are the developments behind the units for sale today, inside the wider Ciudad del Saber campus built on the old Fort Clayton army base.

Those prices come from four listings verified September 16, 2026. The rest of this guide draws on Fundación Ciudad del Saber's own history of the site, the Ministerio de Economía y Finanzas' reverted-lands unit, Google Maps drive times checked the same day, and residents' own complaints on Reddit, Expat.com and YouTube going back to 2022.

Four gates, four prices

Clayton Park II asks $401,000 for a 199 m² unit with three bedrooms, two full bathrooms and a coworking space in the building. Its sister property, Clayton Park I, lists a 280 m² penthouse at $595,000, with a $490 monthly maintenance fee.

A few streets over, PH Embassy Club asks $655,000 for a 280 m² unit overlooking Parque Metropolitano, the highest price per square metre of the four at $2,339. Its Courtyard 3 building, finished in 2009, has the lowest total price: $360,000 for a 171 m² unit with a $403 monthly fee.

Our own rank data puts Clayton's median asking price at $2,106 per square metre, 6% above the median across Panama City as a whole, $1,984, as of September 16, 2026. Read the table as asking prices, not sale prices: Panama has no public transaction record a buyer can consult.

Panamanians search for Clayton by name more than three times as often as buyers in the United States do, 720 monthly searches against 210. This is a locally and regionally searched address more than a US-outbound relocation term.

Getting to the city and the airport

Google Maps timed the drive to Avenida Balboa at 15 minutes, 10.9 kilometres, via the Corredor Sur on September 16, 2026. Tocumen International Airport is 32 minutes and 29.3 kilometres away on the Interamericana.

Both readings came outside rush hour. One commenter on r/Panama described a different commute in a 2022 thread: at peak times, Clayton's internal roads narrow to one lane in and one lane out, and getting out can take hours.

Two independent Reddit threads, one from 2022 and another from 2024, both said Ciudad del Saber still had no full-size supermarket, with residents driving to El Rey or Super Carnes in neighboring Albrook instead. A small market inside the campus was still under construction as of the more recent post.

Whose land this actually is

Clayton sits on the former Fort Clayton, a US Army base the state transferred to Fundación Ciudad del Saber under Decree Law No. 6 of February 10, 1998. The formal handover took place November 30, 1999, and the Foundation now administers 120 hectares hosting 18 United Nations agencies, 39 international organizations and 81 technology companies.

The homes for sale sit outside that Foundation land, on lots the Ministerio de Economía y Finanzas' Unidad Administrativa de Bienes Revertidos (UABR) auctions separately to private buyers, through public tenders for fincas, lots and homes across the reverted Canal Zone. Neither the four listings here nor any Clayton marketing page we found states outright whether that process ends in full titled ownership or a longer-term concession.

What nobody tells you

Price is the complaint that recurs most, across three separate platforms. A Reddit commenter said in 2024 that apartments on Clayton's Calle Papaya and Calle Guanábano rent for more than $1,000 a month. A 2013 Expat.com thread on local schools blamed a price spike specifically on Colegio Javier's move into the neighborhood, and a 2024 comment under a Panama Relocation Tours video called Clayton "pricier than most other areas of Panama," while still cheaper than a comparable US neighborhood. That matches our own numbers: Clayton's median runs 6% above the rest of Panama City.

The other recurring complaint is grocery access, and two commenters made the same point a year and a half apart: no full grocery store sits inside Clayton itself, so residents drive to El Rey or Super Carnes in Albrook. The Foundation has run its own Urban Market inside Ciudad del Saber since 2014, focused on produce and handicrafts rather than full grocery retail, and the more recent commenter mentions a further small market still under construction at the time.

A few commenters raise a third, more personal complaint: that Clayton is a "bubble," insulated enough from the rest of Panama City that some Panamanian parents worry about it as a bubble for their own children, not only for the international staff who work at Ciudad del Saber next door. Others use the same word approvingly, as a synonym for the quiet that comes with paying the premium.

Who should buy here

Clayton suits international staff working at Ciudad del Saber's NGOs and UN offices, and Panamanian families who can absorb the price premium for security, quiet streets and mature trees inside the city limits. It suits fewer people who need to go car-free: there is no full grocery store inside the gates, and the internal roads bottleneck to one lane in and out at rush hour.
